No, that's just Pinkie Pie. In the first GIF she's showing how pumped she is to find a witch who cursed her and her friends (the blue tongue) but really it was their fault for walking through Poison Joke. And in the second gif, she's dressed like a showgirl singing "Sharing is Caring" in a futile effort to smooth relations between the ponies of Applusa and the native bison.
You know, the usual.

Umm. . .okay I think my head just almost exploded watching that. If I ever do psychedelics, I'll be sure to play that. If you see a weird naked guy running through the streets, licking cars, singing and dancing with a crowd of people behind him all in perfect sync with people doing backflips, ninja kicks, barrel rolls and wall jumps, and loving on everything and everyone. . . . . somewhere outside of the business district of Richmond, that's not me. Lol. No, I was putting it as a joke (Though that would be eerie if it did actually happen days later and it was some fifty-something in a fishing hat). I'm out from the Chicagoland area of IL. Home of corrupt politicians, high taxes, joke govenors, and more ghettos than the famous ones in MI. Not rich or free enough yet to do some cross country traveling. But I bet it would be a nice place to visit.
