Depending on who you are, and what scenes you watch. It can be scary and can not be scary.
I was 12 when I watched Higurashi, believe me. It didn't scare me. Only the nail ripping scene made me cringe.
Umineko no naku koro ni, watched when I was 13. It scared me, and made me have a phobia of goats.
Umineko? hmmm is that another show or something, because I've never heard of it
Umineko is from 07th Expansion, it was a Visual Novel like Higurashi, although, it hasn't succeeded in receiving Umineko no naku koro ni 'Kai' yet, due to the visual novels still going.
Basically, yes; It's like Higurashi, only with a nine-year old psychopath who believes in a witch, who kills everybody,
