Start -> Control Panel -> [make sure you're looking at "Classic View"] -> Regional and Language Options -> Languages Tab -> Details ... -> click "Add..." -> Select "Japanese" -> OK -> OK

The next time you restart your computer, you may be able to read all the characters. If not, repeat the above steps, but also add "Chinese (PRC)".
