Clown is a citizen of Halloween Town, with the uncanny ability to take off his whole face and reveal a big, gaping hole where it used to be.

In the video game, Tim Burton's The Nightmare Before Christmas: Oogie's Revenge, he is the keeper of the keys to the town gate, and to the residential area.
