In the western part of the world, yes, a fair number of games developed by Atlus bear the title of Shin Megami Tensei. However, in Japan only the mainline games like Nocturne (which was actually titled Shin Megami Tensei III, but when they released the director's cut of the game, it was titled Shin Megami Tensei III: Nocturne Maniax [which is the one we got but dropped the Maniax in the title]) and Strange Journey are given the title of Shin Megami Tensei, while spinoff games like Persona and Devil Survivor are given the name Megami Ibunroku.
Also, here's a fun fact: Digital Devil Saga is actually not part of either franchise! It was called Digital Devil Saga: Avatar Tuner. I'm not sure why they slapped on the Shin Megami Tensei title in the west though. Maybe because there was a cameo (aka, one of the hardest optional bosses you'll ever face) of the Demi-Fiend from Nocturne? I dunno.
Dammit, my Atlus fanaticism is showing again. I'll try to tone it down in the future.
Psssst, your tag for Persona 3 is wrong. It's Shin Megami Tensei Persona 3, not Shin Megami Tenshi. (Actually it's true name is Megami Ibunroku Persona 3, but let's not worry about Japanese semantics right now). :P
