Yes they have a peace bond against him right now.

Which means he can't talk to my mom himself or in a third party person, and he can't come any where near her or else he goes back to jail.

Sorry about what happened to your mom Blood Stained. My dad was abusive but he never tried to kill my mom. We had a few gun fights in the house but most of them were between my brother and my dad. Anyways I hope you and your mom are doing better and I hope that step dad of yours gets what he deserves and no less.
