A noob is one that is new to a forum and/or website. However, these "noobs" fail to read the rules, Terms of Service, FAQs and post at random, disregarding usual internet social rules. A noob will usually spam, troll, and/or flame until everyone's attention is focused on them. The noob is the one who thinks he/she is always right, everyone else is wrong. Usually you can tell a noob from a newbie by telling them they need to delete their system32.dll file from their computer.
A newbie, on the other hand, is different. A newbie will try his best, but will slip up here and there. When a newbie makes a mistake, they correct it and/or apologize while a "noob" will simply argue. The newbie is the one that will usually ask if the system32.dll file is really dangerous to their computer before deleting it.
