Ah well in Resident evil 0 its been proven that Wesker was in fact watching Rebecca and Billy fight against James Marcus's monster and after he had attempted to find Billy Coen with no luck. Alexia could take up his leads and find Billy or perhaps as I've been putting Billy out there, he's mainly looking to find Rebecca. It's perfectly fine love. ))

Well Billy is still on the run from police and government due to being charged with the death of 23 people, perhaps that could be a reason
