Static can first come off as a bit of a show-off, a guy who thinks highly of himself, who tends to be overly flashy when the public is watching. [Like a certain super-speed hero.] Truthfully he is a caring individual who would glady put aside his own safety [as he has done countless times before] for the safety of others, even those he does not know.
Virgil cares very much about his family and friends, placing them above all else. His strongest bond is probably that between himself and his best friend Richie Foley. Their relationship can seem a bit ambiguous at times, but the two genuinely care for one another, and even work as partners defending the city of Dakota.
Virgil has an adamant hatered for guns and gangs. His mother was an EMT [Emergency Medical Technician], and was killed by gang crossfire while trying to do her job. Virgil was a child at the time, and took her death very hard. Even today it is one of his most bitter memories. His father has always been a strong figure in his life, even moreso when he learned the truth about his son.
Virgil tends to argue and tease his older sister Sharon a lot, and she shares a deep relationship with Adam Evans, aka, Rubber-Band Man, who worked with Virgil for some time. In reality, Sharon is someone Virgil cares very much about, and he would go to great lengths to ensure her safety, as well as keep his alternate identity secret from her.
History
Virgil's life took a big change when his mother was killed by gang crossfire. A child at the time, he had a hard time dealing with the fact that his mother was gone. Sometime during his life in Junior High School, he met Richie Foley, the guy who would become his best friend, and eventually, his partner in superheroing.
Having a close friend helped take away from the sense of loss created by his mother's death. Virgil moved on and spend his weekdays studying after school with his new best friend, and the weekends at the arcade, or watching really bad movies that the pair seemed to actually enjoy. Virgil formed a very close bond with Richie [the term Bromance comes to mind], and Richie became someone he could seek advice from on many subjects, including the very event that led to his gaining powers.
Virgil had made himself the target of the gang banger known as F-Stop [who would later adopt the name Hotstreak]. An opposing banger decided that Virgil needed 'protection', and the only way to get it was to roll with his crew. Virgil was told to meet at the docks later that same night. The police quickly arrived at the sight of a huge gang fight, all the crews in the city duking it out.
That was when the Big Bang happened. A container of gas somehow exploded, coating the area in a purple mist. Virgil, terrified, raced away but managed to inhale some of the gas before making his way home and passing out. When he awoke the next morning, he found he had electrostatic abilities.
It was Richie who immediately suggested that Virgil become a super hero after seeing what his powers could do. Virgil Hawkins adopted the name 'Static', and became the protector of Dakota, keeping the 'Bang Babies' in check. After about a year of protecting the city, he would be joined by Richie. Thanks to residue left on his clothes, Richie gained superior cognitive abilities and joined him in his fight as his partner, Gear.
Over the years, Static has worked with various superheroes, all of which he's seemed to have a little hero-worship for. Virgil had always been big on the superheroes, and it seems whenever he meets one in real life, he gets a bit excited, and starts to act much like the child he is deep down. However, he's not alone, as Richie has been shown to act the same way.
Static's dream is to one day join the JLU/JLA.
