In the past where there has been an event where gaia cash is needed then small amounts have been given free although if your referring to the sale at phing phang this is not an event but a sale for the regular cutsomers.
All of the fish available there are also purchasable on the mp and due to the extra amount being bought you should find the price is likely to drop for a while there too. Anything buyable with gaia cash is also available on the marketplace for gold so you are never forced to pay gaia cash. Although of course we do need to have it as an option otherwise there simply wouldn't be enough money to keep the site running. I'm sure you don't want gaia to shut anymore than the rest of us.
As for filling up your tank again. you have a few options.
Sometimes you will recieve free fish from your daily chance box.
You can buy cheaper fish from the MP such as cuttlefish and gold fish.
Or you can save up the gold (like all other non paying gaians) to buy the more expensive fish you like.
If your struggling to earn gold you should try playing booty grab (the game playable on other peoples tanks) as this is a great way to earn gold.
