the 4th twin that I conveniently didn;t mention of course, will have already been killed off by the evilest twin. The other 2 twins will of course be framed for the murder.

I don't think its really important which ones are truly evil. Because the evilest of all will convince the world the other twins are evil so that they can get away with all sorts of not nice things.
