Helium is not a flammable gas; so I would assume that there was no heluim in the balloons.

However, if the balloons were inflated with helium, it would be awfully hard to have them cling to you by static electricity.

And since Buffo does just that, it would make my think that the balloons were just inflated with oxygen.

Pure oxygen, such as the oxygen you get from tanks, is extremely flammable.

The spark from the static electricity used to 'stick' the balloons to the kids ignited the pure oxygen inside the balloons, causing the explosion.

Oh, and, balloon animals are hard enough to make with just air. Why would Buffo make helium balloon animals?

But I could be completely wrong...
