You have to look for Aquariums that say "Booty Grab" on them. Those will let you play the game; tapping them is just for fun.

Oh, you mean the Booty Grab game?
Go to the forum index, and click on the Aquarium forum.
You'll see plenty of threads advertising for Booty Grab.
Pick one, then look through people's signatures at their Aquariums.
Eventually, one of the Aquariums will have a little sign on it that says "Booty Grab."
How often you see this depends on luck, really, so keep trying if you don't find one right away.
When you DO see the Booty Grab sign, click the tank to play the game.
The object is to catch coins that the fish drop.
And whatever you catch, you keep.
