In concern with Amos 5, passage 26 follows directly after and states "You have lifted up the shrine of your king,
the pedestal of your idols,
the star of your god [c]—
which you made for yourselves." It seems he is angered not because it is a celebration he did not tell them to celebrate, but that they delved into sinful habits such as idolatry and that they honor their king and their supposed god, a god they created and not the Lord. He also states in passage 25: Did you bring me sacrifices and offerings
forty years in the desert, O house of Israel?" This seems to further the point that they have deviated from His teachings in their celebrations, not that celebrations themselves are sinful, just do not lose faith in the festivals advocated, nor create celebrations that cause you to sink into sinful habits.

In concern with Matthew 15:8-9, these passages precede it, Matthew 15:3-9 3Jesus replied, "And why do you break the command of God for the sake of your tradition? 4For God said, 'Honor your father and mother'[a] and 'Anyone who curses his father or mother must be put to death.' 5But you say that if a man says to his father or mother, 'Whatever help you might otherwise have received from me is a gift devoted to God,' 6he is not to 'honor his father[c]' with it. Thus you nullify the word of God for the sake of your tradition. 7You hypocrites! Isaiah was right when he prophesied about you:
8" 'These people honor me with their lips,
but their hearts are far from me.
9They worship me in vain;
their teachings are but rules taught by men.'[d]"
It seems to again imply that these people partaking in Godly festivals have done so with the deviation from God's teachings (via and then claim to honor God in their celebration and thus is what Isaiah referred to of these people, in this case the honoring of the parents and Jesus explaining their faults that that they teach message opposed by God, with such lines as "For God said, 'Honor your father and mother'[a] and 'Anyone who curses his father or mother must be put to death.' 5But you say that if a man says to his father or mother, 'Whatever help you might otherwise have received from me is a gift devoted to God," Where Jesus seems to claim these people go against the teaching by referring to hem and then stating both God's teaching and then state "but you say..." likely indicating they go against the teaching. Also, what you cited was a warning prophecy of Matthew on a certain group, not so much what God stated (and therefore his commandments), and many times the Bible is filled with opinion (and mistranslations by a certain few) and not everything stated is God's commandment or one that need be strictly followed, such as John's take on women.

I would say God does not wish for us to partake in such a festival in the sense he does not advocate to do so. Rather, it seems he is not offended nor in support of the holiday in regards to Biblical text. He is apathetic on the matter. Though some may say He may like it (not necessarily advocate) due to a rememberance of the Son's incarnation and, though it should be kept in mind daily, a celebration of his future teachings (why we recognize his birthday).
