A young man who wears a blue and white kimono, smoking from a pipe. He's a very peaceful man who embodied his name with pride ("Serene Man","Peaceful Island"). He had loved Psyche the first time he met him and always were the voice of reason from Psyche's mischievous yet innocent mind. Tsugaru knew Psyche's cunning side who wanted no one to take Tsugaru away from him. He was flattered though he is ready to step in when the time Psyche may cross the line of obsessiveness.
Tsugaru is actually Heiwajima Shizuo garbed in blue and white kimono. He was born out of the cover song of Ono Daisuke where Shizuo was seen wearing a kimono and looked rather peaceful. This is where the fandom took over. They depicted Tsugaru as the literal embodiment of the name Heiwajima Shizuo ("Serene Man", "Peaceful Island") and often separated him from the original character.
He is always paired with Saike/Psyche/Psychedelic!Izaya (who is actually Izaya in pink and white) by the loyal fandom and now had a new competition for Psyche's attention, Delic (Psychedelic!Shizuo who is actually Shizuo in pink and white).
