Ah, summer. The time where we all have time away from school. The time where we all may have better access to the internet and Gaia.
However ... this also means more idiots on the forums.
This will sound like a radical idea, but it's based on a currently-implemented one.
So, we all know that if our profile or signature is in violation of the Terms of Service (however minute), we face the risk of having said features locked and the only way to unlock it would be to pay for it to be unlocked. As the violations continue and the locks come back, we pay more.
As it is the summertime now and people are on Gaia more ... what if we implemented the same idea ... on posting? If you don't pay the fine, you can't post or comment. Your rights as a Gaian to post or comment would be suspended.
Mind you, other options for making money to pay for the fines would still be available - options such as voting in the polls, Jigsaw, shaking trees in towns, and Daily Chance. Sometimes these are better ways of getting gold.
So ... Instead of just a warning or a 24-hour account silencing, what if people who were in repeat violation of ToS/Rules in their posts were FINED for their repeat offenses and had to pay the fine in order to post and comment?
EDIT - Of course, like when you get your first speeding ticket and you weren't paying attention to the speedometer, you get off with a warning, the same system would be used for first-time offenses. Newbies get leniency, depending on their own situation. My own idea would be to make the leniency period a total of two warnings before being made to pay fines.
NOTE - This is not a petition for an appeals system.
SECOND NOTE - Again, if you cannot/do not pay the fine, you cannot post or comment until said fine is paid.
THIRD NOTE - If an account is suspected of dodging the fine by going to another account to post, the moderator reserves the right to investigate and, with sufficient evidence, may order the second account to pay a higher fine for avoiding paying the first fine.

i like how this person is thinking. A slowly escalating fine system that can be compared to that used for profiles and signatures.
Since such is the case that this is a petition for a policy change instead of a feature, the better idea would not only be to sign this petition but to send a polite letter to the main office of Gaia Interactive in San Jose. If you need to find their address, go into Community and click GOING POSTAL. The page should have the mailing address.

Three warnings and you get a three day ban, another three warnings and it's a 14 day ban.
So it should be:

3-day Ban + 500g
1000g
2000g
14-day ban + 2000g
3000g
5000g
