There are 9 NPCS,3 per town.
Q:HOW DO I CAROL?!
A: Simple. Visit a store, and in the top right-hand corner, you should see this!
Click it and wait for the NPCs response;Then you're done! So far, it appears you do NOT get the item your first time.

A: So far we've confirmed: Barton Boutique(Ian), Gambino Outfitters(Sash), Durem Depot(Moira), Jewelery Store(Agatha), The Bank(Meredith),Guild Section(Leon), Gambino Hat Rack(Ruby and Peo), the Durem Hair Salon(Vanessa),a nd H.R. Wesley(Edmund)!!! You can NOT carol at the Fishing Store!(Logan is a jerk like that...damned kids...)

You can ONLY carol BETWEEN 12:00 PM GST AND 12:00 AM GST

A:: 5 times! And ONLY 5!
DO I HAVE TO SING TO THE SAME NPC EVERY TIME?
You can only sing to an NPC one time each 5 Carols. whee

A: Presents! Well..present boxes! whee There's a whole section dedicated to them below.
Q: HOW LONG DOES IT TAKE BEFORE I CAN CAROL AGAIN?!
A: It's more than safe to say:
TEN MINUTES
Q:WHY DO THEY TELL ME TO REST!? WHY?!?!
A: Simple! You need to wait a period of time before singing again, like you needed to wait when Trick-Or-Treating! Atleast this time they TELL us we have to wait...XD
Q:Will there be another X-Mas Event?
A: Well, no one can tell for sure, but a few of the NPCs hinted at "something else", and even a "party". We all know how the Admins like to keep us guessing...

based on a theory of mine, to get all of the gifts, you have to sing a total of 45 times. this is how it works
Ians gift
sing to any four ppl then sing to him fifth time, he gives you gift
I believe that goes for all the ppl
