Well The government has set this school up far away from any civilization, the students that are enrolled here are considered to be dangerous. With abilities that no one knows existed except for the families of the students and the government, this school is kept to see to the safety of mankind. Having an impossibly gigantic wall surrounding the school, it doesn't allow any student passage to the outside world.
Many students don't know but the Headmaster, Rikku Amakii, and the staff at this school have powers of the highest rank and are able to keep illusions around the outside barrier of the wall. These illusions keep students in a daze so they can not escape, no one in history has ever seen the other side of the wall without being captured first before even having a change.
