Note all Blood Users, and bone users have to be at least here for 2-3 weaks before their power's can be activate and it also depends on how active they are. If they are not active enough they won't be allowed to have that power. Also any special abilities like mind powers have to be approved before hand. You can even suggest some but nothing like demons, or angel powers will be allowed here.
