Apparently it seems that all the Bon Voyage games have "bugs" and problems with the NPCs. The most important one is the fact that every time you visit a lot, a new tour guide or charlatan will be created everytime one is called for without the game bothering to check if any already exist.
That way your computer will have all these unneeded files that will slow your game down (by alot) and clog your computer up. So for the sake of your Sims2, download the patch. I have a few of the links listed below.
