I give everyone a 1 unless I think they deserve to win
in which I give them a 5
I rarely give anything in between

I tend to give a lot of 1's, too, just because I want to cry when I see truly terrible avatars make it into the top ten.
Then sometimes all I can do is shake my head in disbelief and press the skip button.

I usually do:
1 - Items thrown together with no theme or purpose, or a lame joke
2- Items thrown together with some sense of theme
3- Okay, but overdone, one item doesn't match, doesn't deserve to place
4- Really awesome
5- As good as everyone in my tektek guilds heart

I dont really bother with 1s anymore because everyone else will give them a 1 anyways if their avi sucks that much u:
