Thoughts of Book Children: They're bright, colorful, unique and better. Sure, City Folk can have strange and interesting shapes to their appearance but the Paper Children are put on an automatic pedestal because he is one. They have voices, they have color, and oh such wonderful colors they have, what stories they were born from! If he can ever help it, these are the people he most wants to associate and would sooner drop a City Person in favor of them without so much as a "good bye". The fact that they're a minority is frustrating for him, as it makes having loads of friends among them rather difficult, but he will try his damnedest to get into all of their good graces. If he doesn't succeed, however, they're no better than City People.
Thoughts on City People: Something that doesn't even have color couldn't possibly know how to have fun. Because of this outlook, he acts very cold and condescending to all of the City People. Their colorless bodies and lack of voices bring thoughts of brainlessness, regardless of the personalities they carry, and he will treat them as less than sentient constructs. There may be a chance for this opinion to change, if he meets an especially interesting City Person, but it is minutely slim at best as he would likely wave it off in favor of continuing his belief. Essentially, they're just mindless toys to him and he will amuse himself with them in any way he sees fit, even if it is cruel.
