Coast City Hall Coast City's City Hall often shortened to just Coast City Hall, is the seat for political power within the city and also houses the City's courthouse. A lot of people were unsure of how to rebuild the hall due to the lack of faith in Coast City's political figures before the Mongul attack; there were several proposals that ranged from decadent to simplistic in nature and eventually John Stewart decided that it was better that he find a happy medium, making the Hall grand in some ways but rather simple and somewhat relate-able in others. The City Council, Mayor and District Attorney's office all reside with Coast City Hall and faith in these establishments is once again on the rise.

 Justin Hartzler Green Arrow Company: None Thoughts: This is why I opt out of these kinds of things. Quiver: None
The walls of city hall were decorated rather immaculately thanks to Hartzler Consolidated efforts to arrange a benefit for charity. Even for the apparently aloof CEO, helping those orphaned by war was not something he could turn his nose up at. After all, his family initiated their fortune that way, on the backs of others. As the Christmas theme danced along the walls the pearl white tablecloths housed glasses of the finest champagne resting on silver saucers. The ornate decor is something the top one percent would swoon over to say the least. At the far end of the room nearest the podium, an ornate glass casing housed a massive, beautiful diamond that glittered beneath the chandeliers. Its slight blue hue made it highly prized and coveted among the criminal underworld and private collectors alike. A piece from the Harzler family's private collection, the proceed from the auction would go towards war orphans, and the young CEO also had ulterior motives for the piece.
Word around the campfire was a competitor of the Falcone crime family was looking to secure it to help fund their operations in Coast City, and possibly expand into Gotham as well. Justin however, planned to use the piece to lure them out since so many have eluded the Green Arrow over the past several weeks. After a few well-dressed folks gleamed over the piece a voice spoke from the microphone fastened to the podium. "Thank you all for coming tonight! I offer my thanks to Hartzler Consolidated for making this event possible. They are looking to serve an admirable cause, and are making quite the turn around to help impact the future. But without further adieu, I give you the man of the hour himself! Ladies and gentlemen, the CEO of Hartzler Consolidated, Justin Hartzler!" The mayor spoke as he began to applaud, followed by several other hundred pairs of hands in the room.
As the young blonde man approached, he was rather underdressed for the occasion, but so was his young brash nature. He ran his fingers through his hair as he tapped the top of the mic with his free hand. "Thank you all for coming. As you know, my grandfather built this company based on a particular talent he had, making weapons. He did what he had to in order to feed his family and combat the vast forces of evil that plagued the world during World War two, and he did just that. After taking over I decided it was past time that legacy started giving back to the people that it took so much from. All proceeds from the auction of the Hartzler family diamond will be donated to an establishment whose purpose is helping young children who were orphaned by the senseless wars that still ravage our planet. Thank you for being a part of such a noble cause. You humble me." he said nodding his head forward as the crowd applauded and whistled as he ventured from the podium to mingle. He grabbed a glass of champagne and tilted it back, licking his lips after finishing his sip. Now we just wait. he thought privately to himself as he scanned the room, his false smile veiling his intentions from those who could see him.

A black tie affair, a sharply dressed CEO, and most importantly… a priceless blue diamond. It seemed no expenses were spared to welcome a new face to Coast City. Of course, Selina knew better than to think such an event had been organized for her. Besides, no one in Gotham even knew of the woman’s movements. No one but Selina’s fence and her employer who, for a very generous offer of one hundred million in cold hard cash, knew that she’d travelled all the way from Gotham just to attend the event. But alas, instead of an expensive dress Selina had traded in a night of pseudo-luxury for something more mundane. With strawberry blonde wig, light green contacts, and expertly applied makeup, Selina had donned the guise of Mary, a waitress for the event. With her hair slicked back in a tight pony and her face spotted with freckles, Selina was hardly recognizable as Gotham’s foremost thief, even with her all black uniform of flats, trousers, and a button-up. Selina was dressed not to impress… no, she was dressed to serve the ever so pleasant 1% of the city. ’Remember, Selina… you’re getting a hundred mil for this. Who cares if you can’t schmooze with some schmuck this time around.’ With a dull smile on her face, Selina stepped out into the main foyer, silver tray in hand as she made what would be her third set of rounds for the night. Having spent the day before scoping out Coast City’s city hall in a various array of disguises, Selina had already devised more than one plan of attack, chalking it up to something akin to stealing candy from a very rich child.
”Hors d’oeuvres, sir?” Bouncing from person to person, Selina scrutinized position carefully with each person she stopped for, taking note of the security that had been stationed throughout the building without drawing too much attention to herself. ’Armed guards at every door… and all you have is a little glass box stopping me from that diamond. How adorable, Mr. Hartzler…’ Of course, Selina had accounted for this in her plans. It wasn’t really the guards she was worried about… it was the getaway afterwards. Selina knew very little about Coast City and its heroes apart from the typical news stories here and there. Of course there were a lot of people she was hoping not to run into based on reputation alone… but for something so little as a robbery, Selina wasn’t expecting anyone to come. After all, if Coast City was anything like Gotham, she was sure there was something much bigger unfolding elsewhere. Migrating closer to the podium, Selina took care not to break her cover as she continued to serve food to the guests while clearing off tables. It wouldn’t take long for the woman to eventually reach the man of the hour himself - the host for tonight’s events, the young CEO Justin Hartzler. Shooting him an innocently timid smile, Selina curtsied slightly as she positioned the tray in front of her. ”Good evening, Mr. Hartzler… would you like any hors d’oeuvres?” She asked, blushing a little as she averted her gaze from Justin’s. To a simple waitress like Mary, of course meeting a CEO would have her flustered. ”We.. we have an assortment of tapas that pair very well with the champagne selection for tonight.” She said as she let her voice trail off at the tail end of the sentence.

 Justin Hartzler Green Arrow Company: "Mary" Thoughts: Mingle Quiver: None
As the young man polished off his glass he cleared his throat as he placed the empty one atop a tray carried by a member of the wait staff as she walked off. Being a tad bit casually dressed in comparison to the others in the room, one might almost think he doesn't take his own events seriously. On the contrary it made him stick out more as he was soon approached by a young woman in a flowing gown who began battering him with questions. Her flirtatious nature was innocent as she questioned about the five years he'd spent away from home and presumed dead. Giving pleasant simple responses he excused himself and relocated. Taking a deep sigh he was greeted by the timid smile of a member of the wait staff. Her soft blush that rose following her question accented the slight bit of red in her strawberry blonde hair, so he was almost forced to return an innocent smile himself. She was cute after all, despite the fact he was more of a brunette kinda guy. He began to ponder a response, after all, he was away from this setting for a number of years and needed to force his playboy side to resurface to help maintain his cover. "And here I thought the million dollar glimmer has been behind bulletproof glass for the last few hours." he said referring to her smile, returning one of his own. "Sure, I'll take another. As far as tapas though, I think grandpa Norman would be disappointed if I turned that down; But I'll have to ask you to surprise me. I've been away from the finer things in life for a while so I'm a little....rusty to say the least." he remarked, slyly half smiling. Here's to hoping I haven't forgot how to playboy. He jokingly thought to himself.

Lowering her tray a little more, Selina let out a little girlish giggle as she tugged at the collar of her shirt. ”Oh… Mr. Hartzler…” She said, blushing even more as she finally turned to face Justin. ”You’re so sweet… thank you… look at me, I’m blushing.” With her smile growing wider, Selina set the tray down on an adjacent table. With shallow, deliberate, but shaky breaths to indicate how flustered and giddy she was, the waitress turned to look at Justin again. ”It’s not every day a simple girl like me gets complemented by someone like you… but it means a lot. Thank you.
“I would recommend these little pastries here.” Pointing to a small, dainty little food-stacked bread roll, Selina timidly averted her gaze once more, focusing on the silver tray now as she spoke to him. ”Swiss cheese melted on a fresh bruschetta roll, topped with fresh smoked atlantic salmon and an organic herb garnish.” It was hard for Selina not to milk the whole situation too much – of course, she would have loved nothing more than to spend the night toying with the man and his emotions, because at the end of the day that was where all the fun was. Apart from the stealing and the shiny things, of course. In her hierarchy of desires, the latter definitely trumped the former, so it didn’t take too much for Selina to reel it all in. There was a task at hand… she just needed to wait for the right moment. ”Mr. Hartzler, pardon me for being nosy… I just couldn’t help but to notice that you don’t…. dress like everyone else in the room. Aren’t you worried about what your guests will think of you?”

 Justin Hartzler Green Arrow Company: "Mary" Thoughts: They don't look friendly Quiver: None
Justin chuckled at the young woman's flustered demeanor. It had been quite some time since he'd enjoyed company of the sort. He let a laugh escape him as he took one of the pastries and began to speak. "Well the way I see it, we're not so different. We're both human after all, but you're quite welcome all the same." he said maintaining his tone as he ate his delectable morsel. His eyes shot open at the taste. He was rather pleasantly surprised. Attending things like this as a child was something he always hated but one thing he never complained about was the food, and after 5 years abroad this was a swift reminder. "Delicious!" he exclaimed as he washed it down with a sip of champagne. "I guess I was right to trust in you after all." he said playfully laughing. As he scanned the room he noticed a small group of men enter, about five in total. Four of them in black suits with dark glasses all following behind an older man dressed in a white suit with slicked back graying hair. Right on time. he thought to himself without breaking his concentration. Without missing a beat he responded to the waitresses question. "Oh, you're fine, no need to worry. Like I said earlier I view everyone as equal. Things like status have never really mattered to me, so I prefer to look more like a man of the people." he said with a chuckle as he trailed off for a moment. "Besides, my suit doesn't fit as well as it used to. And the back up, well.....let's just say this isn't quite the right occasion for that one."
As he spoke the newly entered men made their way through the crowd and stopped in front of the glass housing the diamond. As the man in white nodded the other four turned around swiftly and drew their guns. As if strategically choreographed, the each faced armed guards at the four major entrances and began to open fire. As the gunshots echoed, Justin dove and safely took the young woman to the floor with him. "The first chance you get to make it to the door, run and don't stop!" he exclaimed as he kicked over a nearby table to use as cover to shield the two. It looked like his little plan worked, even if it was a bit too well.

It seemed with the little exchange of small talk that this man wasn’t all that bad. Sure, he wasn’t Bruce Wayne, but as far as young, wealthy men goes, Selina would have to put him somewhere near the top. Picking the tray up, Selina smiled to Justin once again. ”I’m glad I could be of assistance, Mr. Hartzler.” She said with another timid smile. But it seemed the man’s attention had been drawn elsewhere. Ever so curious, Selina turned subtly, tracing his line of sight to find several suit-clad men enter into the premises. It wasn’t a lot of people – three that she could immediately see, and Selina guessed that maybe two or three outside of her direct field of view. It was strange… but not something Selina hadn’t anticipated for something that nice. After all, she couldn’t blame a crook for wanting to steal a diamond, could she?
Only half-listening to Justin’s response now, Selina waited patiently for a cue – if these people were to be of any concern, she knew it would only be a matter of minutes before they opened fire. That was when the real show would begin. ”I’m sure your suit fits perfe—“ Before Selina could finish, the sound of spraying gunfire sent the crowd in a frenzy. Selina felt the man rush forward, diving to protect Selina before creating makeshift cover with a table. With a look of fear on her face, Selina turned to Justin. ”Oh my god… oh my god, what’s happening?” Clinging onto the man’s jacket, Selina fought back tears as she tucked her head neatly under the man’s chin and began to sob quietly. ”You saved my life…” Looking up at Justin with her teary eyes, Selina leaned in for a kiss before letting go of the man. ’Tastes like expensive champage…’ ”Thank you, Mr. Hartzler.”
And with that, Selina picked herself up and ran for the kitchen, deftly weaving herself into the crowd for an added level of protection (read, human meat shields) as she made it to the door. The catering team was no better at staying calm than the guests at the event, but Selina maneuvered her way around them as well before making it to the back of the kitchen where her things were. Running to the nearest staff bathroom as she began to dismantle her costume, Selina swiftly changed into her black body-hugging outfit, shamelessly zipping up in view of the remaining staff she returned to the kitchen. ’I wonder if that guy managed to get out…’
Selina wasnt alone, though… and as she heard the click of a gun from behind, the cat burglaress let out a deep sigh, raising her hands slowly as she turned to find a suited man aiming the gun at her back. ”Oh come on… you weren’t going to shoot me from behind, were you?”
In one swift motion, Selina dropped to her knees, reaching for her whip as she lashed out at her assailant. The whip licked at his fingers, forcing him to release the gun in time for Selina to make a leap at him. Kicking up with her foot, Catwoman nimbly positioned herself in such a way as to wrap her legs around his neck when she made contact, sparing no time in tightening her hold to stop the man’s breathing as she left a clawmark across his face from jaw to opposite temple. ”You guys should probably leave.” She said to the staff once the man had been fully subdued. Pouncing up onto the prep station, Selina lept into the closest air vent as she crawled her way back into the foyer area. ’Five goons in total from what I could see… maybe more if backup is coming soon… still a piece of cake. I’ll wait for them to empty the room first... then I’ll take the diamond and leave.’

Justin was taken aback for a moment when the young woman kissed him for saving her. He smiled and shook his head. "Thank me by getting to safety." he said as a small handful of bullets hit the table. Watching her run off towards the kitchen he waited until she was safely out of sight before acting himself. From the back of the room he could hear the ringleader yelling "Get the kid! He might be useful later." referring to Justin. As he sighed under his breath he rose quickly, keeping his head low before diving out of a nearby window. No better time to act I suppose.
He quickly made way back to the rear of the building where his motorcycle was and flipped the saddle bag open. Making sure he was safely out of sight he removed his jacket and exterior clothes, revealing his proclaimed back up suit he spoke of earlier. "I guess this one fit the occasion after all." he remarked as he flicked a switch on the compressed bow allowing it to expand to its normal size. After strapping on his quiver he pulled the hood over his face. Time to get to work. He fired a grappling arrow that safely carried him to the roof of the building as he glanced through the skylight. Returning the arrow to the quiver, he had a clear birds eye view of most of the room. As he drew back a second shot, he released the string and watched as the arrow pierced the skylight shattering the glass, before slicing through the mount of the chandelier. The mobsters inside quickly scrambled in the dark as it came crashing to the floor as they helplessly looked about for the source.
Readying another grappling arrow, he fired it into one of the far walls creating a safe angle for him to zip-line down into the building. As soon as he was within safe falling distance he let go of the line and readied two arrows, both aimed at two mobsters standing close together at the end of the room near the diamond. he released the string in mid air and watched as they were both struck, one in the shoulder dropping his weapon, and the other square in the chest who was effectively put out of commission. As he hit the ground he rolled behind a table and readied his next shot. As he heard frantic cursing his cover was soon riddled with bullet-fire he readied his next shot. As he fired from around the corner the arrow struck the floor equidistant from the remaining intruders, including the Don in white, before splintering off and plunging large needles into them. How he did love his splinter arrow. He leaped from behind his cover and readied another shot as he made his way towards the Don. "Anthony Scalia! You have failed this city!" he yelled, bow pointed at the mans chest as he writhed on the floor. He removed a cell phone from his jacket pocket as he grunted, causing Justin to fire it out of his hand. Not before pressing a button however. The man began to cough. "We'll see about that...." he said losing consciousness. As he spoke more mobsters began to trail in through the open door behind them causing Justin to grit his teeth under the veil of his hood. Things just keep getting better and better.

When Catwoman made it to the edge of the vent, it seemed most of her job had been done for her already. A bow-wielding hero clad in green was already going at it, shooting the mobsters down left right and center. ’Perfect…’ She thought with a grin. The Green Arrow had come to save the day. That could go either way for her… but that would have to be a later problem. Shifting her position in the vent, Selina kicked out with both feet, sending the cover of the vent flying into the storm as she took a dive down just in time for more mobsters to show up. Landing on the shoulders of one, Catwoman contorted her body, reaching for the floor while twisting with her pelvis as she knocked him out. ”My my… looks like someone could use a little help.” Catwoman teased as she untangled herself from the mobster and dusted her outfit off.
”Get ‘er!” Before anyone could reach her, Selina unhooked her whip, snapping it at the oncoming crowd. ”Now now, boys… there’s plenty of me to go around. Be patient and I’ll get to you when it’s your turn.” Charging in, Catwoman cracked her whip at the nearest gun-toting mobster, allowing her weapon of choice to wrap around his arms in the process as she planted herself firmly on the ground and gave it a sharp pull. Catwoman brought the man forward, pulling him off center as he face planted on the floor. With another flick of her wrist, Selina untangled the whip from her victim, rushing forwards as she delivered a swift kick to the side of his head. Hooking the whip back onto her belt in the same motion, Selina then proceeded to perform a spinning kick, forcing the mobsters around her to move back as she approached the one nearest to her and began to claw at his openings.
”Fancy seeing you here, Arrow.” Catwoman purred in between combatants. ”But I guess guys like you are attracted to places like this, aren’t they?” Sliding between an assailant’s legs, Catwoman came up on the other side and drove her claws clean across his back before kicking him down and blocking an assault from another. With her body weight, Selina pushed the man forwards, sending him in the direction of the Green Arrow.

As Green Arrow felt himself a tad cornered, he heard a mobster grunt as he was hit by the air vent from above and was swiftly taken out. Justin whipped around and saw none other than what appeared to be....Catwoman? Last he checked she typically stuck to Gotham, so what was she doing here on the other side of the country? Only one thing seemed to make sense; The diamond. It seemed fitting for a thief of her stature. As she sprang into action he wasted no time in covering her back or her blind spots, aiming to put two more arrows in different shoulders of other intruders that her backs was turned to. She wasn't bringing about ill-will and quite frankly she made covering his own back easier, so the least he could do was return the favor by covering her blind spots. He watched as she effortlessly wove her way between combatants using her agility and size to her advantage, and brutally clawing every opening she got.
Her skill with the whip she carried was rather impressive for such an uncommon weapon. As she quickly dispatched a good portion of the group, he watched as she sent a man flying in his direction. As he attempted to swing being off balance Justin simply parried his hand away and brought his bow swiftly and hard across his face, knocking him to the floor causing a subtle bounce. Out cold to say the least. As he turned his gaze back to behind Catwoman, two other goons ran towards her, both with their arms outstretched. Tapping a button on his bow, his quiver rotated as he grasped the nock of an arrow and sent it flying towards them. As it burst open carbon steel wires sprawled out and wrapped themselves around both men's arms and pulled them tightly into one another, giving them the appearance of bear hugging one another. As Justin lowered his weapon he began to approach the cat burgler as the mobs back up appeared to be dealt with. "I could say the same of you." he spoke in a deeper more distorted voice than his own, but not entirely inhuman. "You're a long way from home, what brings you to my city?" he asked with a degree of conviction. As grateful for the help as he may have been, if she was here for the gem he couldn't just let her walk out with it.

Approaching Justin with her trademark sultry strut, Catwoman didn’t even flinch when he loosed an arrow in her direction, knowing it wasn’t for her as with perfect timing the arrow released some sort of wiring that brought the last of the mobsters together in an awkward embrace behind her. Now that was a sight for sore eyes. With her lips curling into a mischievous grin, Catwoman crossed her arms under her chest, stopping all but a hair’s length away from Justin. Her breathing controlled and shallow, Catwoman’s spoke in a low, seductive whisper as she came face to face with the Green Arrow himself. ”What… aren’t you happy to see me, Arrow?” She teased in her hushed tones, leaning in even closer to the man for a split second before stepping around him. ”Kitty’s gotta stretch her paws somewhere… no? Gotham is nice and all, but sometimes a girl’s gotta take a little vacation. It all gets so monotonous after a while.
But hey, isn’t this cute? First date, and look at us… fancy dinner party, expensive catering, and I even got to use my claws… you really know how to treat a girl, don’t you.” With a soft laugh, Catwoman began to make her way to the shattered glass case, stepping over the bodies of the unconscious mobsters as she moved. ”Now, how about we negotiate a little…” Watching Justin from the corner of her eye, Catwoman kept walking forward with carefully calculated steps. ”Let me have the diamond. I’ll even say please and thank you.”

Justin watched as Catwoman drew closer and closer to him, not fearing him in the slightest. If anything she appeared be toying with him, egging him on almost. His eyes narrowed at her remark about being happy to see her. Clearly she was playing her flirtatious nature to her advantage, but he turned to trace her with his eyes as she stepped around him, keeping a firm grip on his bow just in case.
As she made her way towards the shattered case he sighed softly to himself. Apparently the scuffle caused it to break, what a pity. It's not like it was really meant to last anyways. "So you decided you'd trade one vigilante for another? I'm glad to see one of us is enjoying themselves at least, but you're thanking the wrong man. Robbing him is definitely an odd way to show thanks." he said taking a few steps forward before stopping. She wanted to negotiate, but when it comes to criminals that was not an option. However, she did manage to prove useful in covering his back. "Fine....but I have a counter offer." he said keeping a close eye on the woman. Helpful or not, she still couldn't be trusted. "Since you're employer clearly didn't give you fair warning about who else was after this and how dangerous they are, I'll cut you some slack. I'm feeling generous, so between that and helping make my job easier; Leave now and be on the first plane back to Gotham. CCPD will never even know you were here, but the jewel stays." he said with a stern tone. He normally wasn't for letting criminals go, especially ones from outside the city, but she did help and easily could have made his night harder instead. This was as far as he was willing to budge however, so he hoped she'd take the deal.

”Relax,” Catwoman began, stopping at the stand where the diamond had been sitting. She reached out for it, taking it between three clawed fingers as she held it up to the light. ”I’m sure Hartzler has more of these, anyways. What’s one little diamond to a billionaire CEO?” Turning the gem carefully under the chandelier, she watched as the diamond scattered the light in all directions with a small grin on her face. ”Beautiful… isn’t it?”
Selina knew asking for the gem would mean nothing when it came to a vigilante like the Green Arrow. Heroes always had an honor code of some form… so that just meant she’d have to take it. ”Catch!” Taking one careful step forward, Catwoman smiled as she threw the diamond at full force towards the Green Arrow. Waiting for the right moment to strike – just as the hero was distracted enough with catching the diamond - Catwoman reached for her whip with her free hand, drawing it out in the split of a second as she sent it across the small gap between her and Justin, attempting to wrap it low around his ankle where she would pull and bring him down. ”I’m not leaving until I get that diamond, hun… so it’d mean a lot to me if you’d just stand down before I have to cut you down.”

Justin watched as the cat burglar fondled the diamond with her thieving paws. As she gazed at its beauty it seemed she all but ignored his counter offer, a most unwise move for he was not as forgiving as his predecessor. "Even if he does, that doesn't make taking this anymore right." he said readying himself. As his eyes narrowed he had the slight feeling things were about to go south. After all, backing anyone into a corner tends to cause them to lash out.
As he watched her reel her arm back and toss the diamond, he instinctively leaped back, ignoring her ploy of yelling catch, and instead fired an arrow at her feet. Upon landing, safely out of her range, he dove to his right, rolling behind a turned over table. He clicked a button on the bow and his quiver rotated once more. "Yes you are!" he exclaimed as he poked around the corner of his cover and let loose his trademark splinter arrow. When it got close enough the shaft would break open and release 4 large needle like projectiles dipped in a powerful sedative. He figured by assessing his opponent, keeping his distance would play to his advantage.

It didn’t surprise Catwoman to see the Green Arrow jump out of the way to avoid her whip. He was, after all, the famed vigilante of the city… not some run-of-the-mill goon that she was so used to dealing with. Maybe this would turn out to actually be fun. Drawing her whip back, Selina dove to the ground, rolling to the side as she took cover behind an overturned table. ”Funny, I don’t recall the last time I ever let a bow wielding man in green tell me what to do…” She retorted with a laugh. Taking a hold of the table, Selina turned herself slightly just in time to catch the small needles that split from the arrow. Waiting until they pierced the surface of the table, Catwoman then proceeded to run forward towards the man before thrusting her makeshift weapon forwards in the Arrow’s general direction.
Snapping the whip upwards, Selina proceeded to kick off with her feet as the whip wrapped around a beam in the ceiling. Using the table as cover, Catwoman swung around with a firm hold on her whip, attempting to close the gap between her and the vigilante. She positioned her body with the utmost care, extending her legs out as she aimed a swift kick to his chest. ”At least consider my deal… It’s not too much to ask, is it?” She pleaded playfully.
