Craft shops, no... Hobby shops, yes.
Here's a good set of rules for getting materials for projects:
If you're looking for general terrain-making supplies: Craft shop or Hardware Store. Bits and bobs of non-specific and easily re-purposed stuff, if you've got the right eye for it. Wire, cork tiles, insulating foam boards, sand, grout, woodworking glue, wood/drywall filler compound, that kind of stuff.
If you're looking for sculpting supplies/tools or more specialized stuff: Hit up the local art supply shop for anything from casting materials to sculpting tools and beyond. If you need clay, plaster, epoxy resin (for making casts), epoxy silicone (for making molds), tools, brushes, micron pens (for doing pupils), gesso(for priming) or a huge selection of really nifty acryllic paint effects, they'll usually have what you're looking for, and if they don't, then they can get it for you.
If you're looking for hobby-specific stuff: Go to your local hobby/hobby game store, and you're likely to find everything from sheet styrene (plasticard), plastic tubes and rods, green stuff, flock (which can actually be made really easily, if you live near a lumber yard/carpentry shop on the cheap), cast-resin pieces, water effects, and, of course, modeling kits.
