You could set an amount of gold. Like say 2,000 to 3,000, sell "tickets" for maybe 10 gp. When all the tickets are sold, the person running the lotto will do a random number from 1 to the number of tickets sold, the number picked would win the lotto!
-added- So if 500 people buy tickets, then the person who bought ticket number 218 would win the prize, see? Just an idea.

There's a problem with lottery's and prize drawings. alot of the times people don't respond to them and sometimes no one even enters once and you end up losing alot of g
