Saw the title, thought I'd post.
Well, a GFX Challenge (also known as a "battle" for short) doesn't necessarily have to say that a certain GFX maker is better than another, but simply that one piece of art is better than another. And that, in the long run, means next to nothing for me, as my skill varies by tag.
As far as I know, there are 2 types of battles: a 1-on-1 battle and a tournament. 1-on-1 battles, where I hang on (sounded so nerdy there XD), are normally for fun and can be started whenever (as long as the challenge has been consented to by both parties) and under whatever rules the challenger decides. Most forums have an entire section dedicated to such battles, and I've seen many variations of rules (including whether or not the vote needs to be validated by reasons, the format of the vote, and variations on how opposing GFX should be judged [ex: Best bg gets 1 point, best text gets 1 point, best flow gets 1 point. Most points wins.])
Tournaments, on the other hand, are basically accompanied by prizes, and have between 8 and 32 competitors. The tournament is, however, basically multiple rounds of 1-on-1 elimination battles with every battle following the same rules. Each round, though, will normally have a different criteria for the GFX submitted, and will give around a 2 week deadline for submitting the next round's entry. Common prizes for winners include premium memberships (depends on forum), custom-made _____ (avatar, webpage layout, t-shirt (again, depends on forums)), and/or _____ gold (if forum has a monetary system).
I got bored and wrote all this, so ya don't have to read it if ya don't want =P (tough if you got this far, ya probably already did)

Make it official. Start a new topic stating which members are battling and make a poll once all the participants are ready to unveil their creation. And it would be more interesting if the challenger determines a theme to base the graphic on.
