Psh. Please. Cloud was as emo and gay as ever in AC.
Sephiroth... doesn't win for most 'evil' in my book, even though I simply drool over him. Yes, he was going to "destroy" the planet, but not because he was evil. He was following his "Mother's" dream. Did no one else but me actually play the game here?
The most evil award in my book, in the FFVII world, would have to go to the Shin-Ra corporation. They monopolized everything, and, not only that, but were sucking the Planet dry. For Gil. I mean, if that isn't evil, I don't know what is. XD

I vote for Kefka, he had the evil laugh down, plus he wanted to not only rule the world, but kill EVERYONE so that only he was alive.

Hmm. I'll vote for Hades - because he's great, he's evil, and I can since he was in a Squeenix game.

best villian: Kefka - because he made evil look so easy
Best hero: Fei - because he spent more time fighting himeself then anyone else
poll related: I fight for good, the only issue with the question is what is good and evil, in many cases many "evil" charactars thought they where doing something good for the world, they are just misguided or misunderstood

hmmmmmm...... *did I ever post here?*
I have to say Kefka was a great villian. He was a CLOWN, for crying out loud. and a damn good one, too. But, I can't say he's my fav...... who is, though, I don't know.
Wait..... It's Jenova. You know how little she did in FF7? Just fight a few times and let her son do all the dirty work. I say, you can't get any better than that.... Rule the world while everyone else does the work. ^_^

Wellllll, the best evar Good guy..Would have to be either 'Kevin' Or 'Duran' from Seiken denstetu 3...And as for baddies, i'd go for either Biggs or Wedge

Well. Magus gets my vote for best bad-guy-turned-good. How can you go wrong with Chrono Trigger? So I'm either going for him or... hm. I dunno. There's a lot to choose from. I'd give reasons if I could decide properly. xD
Favourite villain? Hojo. C'mon guys. Hojo was evil. He was like, ShinRa!Evil+24.623. Plus we wouldn't even have FFVII without him and I CANNOT LIVE WITHOUT MY FFVII. Not to mention most guys that like toying with human life and turning people into hideous creations for his own knowledge and amusement tend to fit into our mold of "evil."
