Yes, you can go on missions without a partner and keep the rewards for completing them, including the souls.

There is no public one I'm aware of, no. Though other members are free to have their own Skype groups so I can't speak for them.

Anyone know if their are any open missions or sub missions?

No, there are no crew-made missions available right now. Members are allowed to create missions with crew approval, so if you want you and some friends can submit a mission for approval and then run it. Right now the crew are focused the current future arc and moving that to its conclusion so we probably won't be running missions until that's completed.
