Ludaea...
This is the ancient name of our world... we now call it Earth in memory of Mother Gaia.
However this is a old and uninteresting story. Let us check a little closer to the present in year 2010. The United Nations made an extraordinaty decision. They decided to capture and secure all the world inhuman beings. Be they of an unknown race, power or skill. Thousands of being were thrown in a facility called the ''Bind'' for easier control. Of course they were given no choice. This ended up being a mix of saintly and devilish people, weak and mighty people, strong and smart people, rich and poor people. A unique community. A unique place.
Another chance at a new Ludaea.
Here is a little timeline.
2000: A whole new millenia. People call it a new era. They couldn''t know how right they would be.
2010: The UN declare the EPCA. Extraordinary People Control Act.
Summer 2012: The facility known as the Bind is finished. In the year to follow it will be expanded many time for the convenience of the people in it. The location is kept a secret to the public.
Winter 2012: The current Headmaster is appointed.
Summer 2013: A strange Tower appear in the Bind. No one knows whom constructed it but it is a known fact nearly no one can find the courage to enter it. Those who did never came back.
Summer 2015: Nearly all the people under the EPCA are now kept into the Bind. A steady flow of new people come from birth while some dissapear due to death. Most criminal problem have been eradicated by the Headmaster.
Definition of an Inhuman Being according to the EPCA
The Inhuman Being Status apply too all the following applicants.
User of any form of mystical power, magical powers, unnatural powers, scientifically unexplainable phenomenom.
Master of any ancient battle technique, forbidden art and generally dangerous individual no matter their precedent records with the police.
Keeper of ancient knowledges and any user of ESP along with unstable geniuses of high potential threat.
