On NMH2: Yeah. Pretty much. It mostly brings back the cast from the first, which, while good that it continues their stories, doesn't add a whole lot to the overall feel of the game. That said, most of the characters have gotten a visual upgrade of some kind, though (as hypocritical as this is going to sound) Dr. Naomi's boobs are entirely too huge. Like... comically big.
The 8-bit games have a lot of charm but tend to get stale pretty quick unless you can speedrun them. That said, if you liked the first you're going to like the second, hands-down. And the monotony of collecting money JUST for fights is gone. You're automatically in - money is just there to buy new weapons / outfits.
Oh, and JB taught me this - if you get killed, while Travis is still on his feet, flail the controller and nunchaku like a madman and he'll regain some of his health and keep fighting. It works like... five times, at least.
[EDIT]
Er, five times per mission / continue.

Thank you for the input as well, rage, haha.
I still love No More Heroes for (lololhighlightforspoilers) forcing you to watch a video of the slowed down speech to understand the big secret of the game, hahaha. I'm curious how most of the cast will return when they got completely annihilated in the first game, though.
I'll definitely look into it, now. Good to hear it still has that charm.
And recharging the sword in NMH basically made me completely ok with doing anything awkward with the wiimote, hahahaha. So good to know about the flailing tip.
Edit: They had better top this song. http://www.youtube.com/watch?v=IFfjisCTxhE&feature=related Got stuck in my head for like 3 weeks, and you probably know what song it is without even clicking it.
