Theve done it with all the other gta games from 3 onwards. they feel it is to violent pluss you have the black market mods for GTA:SA on pc so ummm i can see why.

i have it also
the reason is that it was recently uncovered that there is a code that you can input into the game which enhances the sexual side of it
making the sex scenes more realistic and more frequent neutral
well that is what we have been told by the censorship board

I find nothing wrong with it, it already had a "You must be 17 to buy this game" Thing on it.
Hell my parents got it for me. And Vice City is just plain hilarious. ^_- I'm a big GTA fan. Yet I don't go randomly killing people. I save that for roleplaying.

yeah basically you can turn san andreas into a porno. i heard about it on X-play and the news. I like the gta series it is fun, i own the ps2 version of all three and i play the story line it is fun. I won't go on a random killing spree unless i play the game plus i am seventeen whats with parents these days?

and that is the short of it
we are still able to get gta:3 and gta:VC
it is only gta:SA that is off the selves
and its amazing how many people are asking about it, now that they can no longer buy it
