Traditionally on a ship the Mast was on the Quarter Deck.  It is where all ship business was conducted, everything from handing out pay, to recieving discipline.  
When you Request Mast, you are indicating to your immediate Chain of Command that you have serious business or issue that needs to be attended to and resolved immediately.  
We only put people in positions of authority (Chain of Command) whom we trust will be fair and do the job that is assigned to them effectively and 
efficiently and as such they have the authority to deal with isues that arise.
There are rare instances where the problem is with the individual whom you would go to Request Mast within the Chain of Command, or that person was unable to satisfactorily resolve your issue.  In those instances you still have the capability to escalate beyond to try to get a satisfactory resolution.  At that time you may Request Mast of the next level in the Chain of Command so that the case may be heard.  This is allowed to ensure that all are treated fairly.  However Request Mast only goes up as far as the Commandant of the Marine Corp and if it does end up going to him whatever decision is decided for your case will be abided by at that time.  Take note, that to go up that high each member in the Chain of Command between you and the Commandant (or however high you wish to go) must have been given the opportunity to resolve the situation other wise you are in violation of the UCMJ and can be charged as such.
To request mast,
1. Make a post with the subject titled, "Requesting Mast", and list your issue
2. Wait for the person who is in your immediate Chain of Command to respond to the issue in the post.
If the issue is resolved, edit your post subject to "Requesting Mast (Issue Resolved)"
If you feel the issue needs to be escalated as it was not satisfactorily resolved or the issue is with that immediate Chain of Command personnel, then edit your post subject to "Requesting Mast (Escalating to X)" where X is who (e.g Company Commander, Battalion, etc). and so on and so forth till the issue is resolved.
