If it's like where my aunt and uncle live, the HOA is the Homeowners Association. They do things like that to keep everything looking neat and uniform. My uncle hates his HOA though because they're really ridiculous, like garbage goes out right at ten am and is put back by one pm, and you get in trouble if you don't do that (working is not a legitimate reason for them, by the way). and he once got a letter reprimanding him because he got a weed in his yard and didn't have time to pull it before work. But not everyone has HOAs like that.

Can they penalize your or something if you lip them off for being stupid, because that's what I'd do if some organization was being that ridiculous about crap. If I'm at work, I'm at work and there's no way I'd do a 1 hour round trip commute just to put my trash can away.
As to the letter about the weed, I'd just uproot it and plant it in the yard of the person that sent it to me, then send them a letter reprimanding them.
Seriously, what can this association do if you can't do what they want? because of work or other things?
I really dislike people that get pompous like that. That attitude has gotten me into trouble a few times sweatdrop
