Okay so originally my answer to this question would have been nice all the time! But I change my mind. It depends on the person and how they're approaching me.
My answer has changed because of a recent event, for international lolita day my area of lolitas met in DC for a picnic. It was way hotter then planned so we ate in the shade and then headed to one of DC's museums for a little fun and some air conditioning. While in the museums of course we got the normal "are you performing?" "are you in a play?" comments and some staring. Some people took pictures of us which is normal. But one little girl, probably about 12 just started snickering, and not just laughing or giggling, this was rude, snide, snickering. I just ignored it but it really pissed me off! AND her mother standing right next to her didn't do anything to stop her!! One of the lolitas in our group just started mimicking her, much louder then she had been, started laughing/snickering back at the little girl, staring at her! It was great because everyone stared at the little girl and the mother was super embarrassed.
So while on a normal basis I will say you should be nice and cordial, there are PERFECTLY good times to be rude. ^_^
