This is the center of the east side of tokyo. It is very busy all the time due to the nearby waterparks and beaches. It is filled with malls and other shopping districts along with small corner stores. It is a little difficult to navigate through the large hordes of people who are always moving during the day. At night there is usually not many people who walk around due to the city's bad reputation at night.
Rogue AT gangs usually swarm the streets at night and get into many senseless fights. The team who owns the area usually keeps the gangs in check but that obviously wont stop every gang in the city from starting fights.

By holding on to a pole of sorts, like a flag pole, with one hand, and running one’s ATs in a vertical grind, the user spins all the way up said pole. This skill is useful for scaling up buildings that are to tall to jump or keeping up with someone who can jump much better than you yourself can. However, the Upper Soul is not as fast as a jump.
