Good afternoon, citizens of Kapow. My name is Senator Robert Kelly and I would lke to talk to you about the Mutant Menace. These . . . individuals, even the most well-intentioned of whom, are all very dangerous beings. Many of them possess in their bodies double . . . triple . . . even a hundred times the power of the bombs dropped on Japan during the war! I'm not proposing anything undue. I just think that we should be able to monitor them wherever they go, and whenever they use their dangerous abilities.
