How can i evolve Eeve to Glacia?
oh and were can i find him?

after u get the national dex, got to heartatome city and go into the house next to the pokemon center talk to the girl (BeBe) and she will give u an Eevee. to evolve eevee into Glaceon u have to have it like u alot and level ti up near the cold rock on route 217(near the end of the route that leads to the Acuity Lakefront/Snowpoint City)

Personally, I like espeon, umbreon, and glaceon the best. I'd love to have a shiny glaceon, but I do have a shiny umbreon.
