Palkia: drop Dragon Claw for a water based move, Surf would probably be best because it has a high hit rate and deals a lot of damage. Alternatly, you can use a heart scale to teach it Water Pulse.
Heatran: drop Sunny Day and Overheat, use a heartscales to teach it Iron Head and Ancient Power, alternatly keep Sunny Day but exchange overheat for Solarbeam.
Mesprit: drop everything but Shadow Ball, teach it Ice Beam, Thunderbolt, and Psychic. It makes an excellent bolt-beamer. ^^
Garchomp: Way to many dragon moves. Keep Dragon Pulse, but drop the two other dragon moves, teach it Earthquake (To take advantage of the type bonus) and Brick Break.
Salamence: needs a dragon move, I suggest you drop Fire Blast (very unreliable) for Flamethrower, and exchange Zen Headbut for Dragon Claw (us a heartscale).
Gengar: you have given this a horrible move set, the only thing good for it is Dark Pulse, add Shadow Ball (heartscale), Psychic, and Sludge Bomb.

Very Well:
Solar Beam: Either transfer it from an R/S/E game (found on Scorched Rock, surf below the bridge on the route after the flying gym), or buy it from the Veilstone Department Store for 3000.
Ice Beam, Flamethrower and Thunderbolt: All can be found at the Game Corner.
Psychic: Route 211 or the Game Corner.
Earthquake: Wayward Cave (Secret entrance), or get at Fight Arena Exchange (It can also very rarely be gotten from a pokemon with pickup that is at least level 81).
Brick Break: Transfer from a GBA game, or Fight Arena exchange.
Sludge Bomb: Team Galaxy Warehouse or Fight Arena exchange.
Good luck. ^^

Sorry, I've listed where they are available.
Of course, you could try and trade for them...
