I'm not quite sure. In Shipuuden, Sakura begins to develop feelings for Naruto, so she may tell him first.

i really hope that one of them confesses their feelings but i have a feeling if they do that sakura will first

i see that sakura finally relizes that naruto is changing and she developes feelings for him ..... she might not want to admit it soo naruto will probaly beat her to it and then she will confess her fellings heart

I have a strong hunch that she will first. Besides, it's already common knowledge that he loves her. What's the point of a confession from him when she already knows? Her confession, however, would mark her acceptance of his feelings. YAY! I think maybe in the waaaay future.
