Look:
Hyoushouho is an unusual zanpakutou. Saigo wears a string of turquoise beads over her sky blue sash. In five, distinct spots are small rings which are just large enough for her to slip a finger in. These rings are precisely five centimeters from one another. It's hard to tell what these rings or beads are for upon first glance. Just under her sash and behind the center of the beads is a kunai. In all appearances, it's just that. However, the beads and rings are connected to this kunai through a series of springs and wires. This allows Hyoushouho to be a projectile weapon that will always return to Saigo. She can even adjusts its escape and return trajectory to use it as a whip.
Shikai look:
Saigo raises her right hand to level with her face center, kunai sticking through her fore- and middle- fingers. As she does this, the wire connecting the kunai to the beads and rings becomes ignited in blue flame, and wisps of this same blue flame lick each of the rings. When she drops the kunai, it stops in midair about where her chest is. She quickly drops her hand and brushes it across a level plain just above the kunai. A burst of turquoise reiatsu later, there are five kunai hovering in front of Saigo, crystal blue in color. They are also connected by strings of turquoise reiatsu to the rings carefully placed with the beads around her waist. The air around her is freezing cold, and her breath can be seen as she exhales.

Powers:
Hyoushouho attacks a bit differently. This is only mentioned for the sake of understanding. It attacks like a daishou weapon only the center kunai is the main-hand and the four others are the off-hand.
Kogoejini [Freezing to Death] - Every hit from Hyoushouho causes the afflicted area to freeze. After so long, this causes adverse affects like lowered ability to attack, dodge, or do damage...or even think straight. A single hit to an area only causes the modifier associated with that area to be reduced by one. A second or third hit to that same area suffers the same consequences. This is also the easiest to break out of with a break of [d10 + agility modifier + vitality modifier + reiatsu modifier]. The fourth and fifth hits are the ones to watch out for as they completely paralyze the afflicted area and make it more difficult to break [d15 + agility modifier + vitality modifier + reiatsu modifier]. A failure to break after the fifth strike to the same area causes the break to increase further [d20 + agility modifier + vitality modifier + reiatsu modifier], but it also reduces the abilities associated with the afflicted area to 0. This can be especially troublesome if the afflicted area is associated with intelligence, agility, or strength as kidou, hohou, or zanjutsu and hakudou are also respectively reduced to 0. If by five more break attempts later the afflicted area is still frozen, Saigo's normal sealed-state damage begins to be dealt to the target every round. As a final note, the victim may only attempt to break the same afflicted area once per round; though, five breaks per round may be made as a free action.

Ichiban Riyou - Taizen no Kuroushou [First Ballad - Unnerving Calm]
The air becomes unnervingly calm, as if a vast storm were approaching. As Saigo's first attack in shikai, it is lackluster in damage but displays perfectly her adept speed. Saigo launches into a seemingly normal attack, but her speed is such that it is easier for her to hit. In the wake of each of her attacks is a second, sharing the same accuracy as the attack that just landed, as if answering to her speed. They only do half as much damage, but their cause is the vacuum created in the air as she passes. One could say this is the first attack where her use of air pressure can be seen.
Effect: normal attacks at +1 per 10 hohou and +1 per 10 zanjutsu to accuracy; vacuum attacks at 50% damage

Ichiban Hakushi - Jinsoku [First Tempo - Rapid]
As the name implies, Saigo uses this as a means to increase her speed. When first learned, the strain on reiatsu isn't worth the increase in speed. The secret is the patience to wait for it to gather strength. This buff actually surrounds Saigo's wrists and ankles with the same cold air one would expect from a coming storm.
Effect: +1 per 10 hohou to accuracy, +1 per 10 reiatsu sense to dodge, +1 agility per five levels, 5 - 10 rounds

Niban Riyou - Saishuu Boufuu [Second Ballad - Gathering Windstorm]
With each ballad comes in increase in power, and Saigo is sure to enjoy the increase in her speed with this attack. When this ballad calls upon the winds, she is surrounded by powerful gusts blasting all around her. The air becomes heavy with cold, and each of her kunai take in the cold to deliver fiercer blows. She attacks with a flurry of blows of both hakudo, for distraction, and daishou zanpakutou.
Effect: +2 per 10 hohou and +1 per 10 zanjutsu to accuracy; +1/3 damage per 10 hohou

Niban Hukushi - Noroi [Second Tempo - Slow]
In a twist, Saigo actually uses the extreme cold and atmospheric control of her zanpakutou to slow down. As she does so, the air becomes heavy with the cold as it dips below freezing. Though she has slowed down, the control of the atmosphere causes anybody attacking her to suffer worse effects. Beyond the second round of using this, she quickly recovers back to normal whereas anybody else afflicted with it must try breaking from the freezing cold [d10 + reiatsu modifier + 2 per 10 reiatsu control]. If she sinks more reiatsu into it, she can make the cold even more fierce, thus it becomes harder to break from.
Effect: Saigo acquires -1 per 10 reiatsu control to accuracy and dodge for 2 rounds; all opponents acquire -3 per 10 reiatsu control to accuracy and dodge for 5 - 10 rounds

Sanban Riyou - Sansai no Kyou [Third Ballad - Tumultuous Storm]
Saigo quickly gathers all the kunai of her zanpakutou between the fingers of her right hand and crosses both arms in front of her and over her chest. As her hands cross, the kunai seem to duplicate as both hands then hold kunai. After a moment, a turquoise reiatsu ignites around her and fifty phantom kunai appear behind her. With a quick thrust, she throws the ten kunai in hand, which are real, and they are immediately followed by the phantoms from behind. This is a mere distraction, however, as the phantoms do no damage and even the real ones do a mere quarter of their regular damage. What should be noted are the turquoise flames that engulf Saigo. Once all the phantom kunai have passed her, she tugs the strings of her five real kunai. They are directed upwards where they collide, quickly gather wind and reishi, and rain ice, wind, and rain upon the target. Even surviving, the freezing cold is sure to be paralyzing.
Effect: half reguar attacks at 80% accuracy deal 25% regular damage, half regular attacks at 60% accuracy deal 10% regular damage; regular number of attacks rain from sky deal Kogoejini as if victim had been hit with five alread for every landing blow, attacks are at full accuracy and damage

Yonban Riyou - Shippuu Hiarashi [Fourth Ballad - Hurricane Blizzard]
This is Saigo's most ferocious attack in shikai. If the target doesn't dodge more than half the attacks, that person will be completely overtaken by ice and freeze with Kogoejini at full effect. This attack could be called a compilation of all previous ballads. First, an unnerving calm falls over the battlefield as the cold sets in. Second, it dips well below freezing as winds gather around Saigo. Third, storm clouds gather overhead and the temperature dips even further below freezing. This is all done in preparation, the entire time Saigo surrounded in turquoise flame. The flame acts as a barrier for the set-up round, reducing damage done by 250 points or 80%, whichever is greater. When she releases the attack, as the name implies, a giant hurricane surrounds the target and begins its assault. With Saigo's normal number of attacks, it attacks with buffed accuracy and damage in order to freeze the target.
Effect: set-up phase with barrier protecting Saigo's life before technique is used; attack phase brings hurricane with normal number of attacks, +3 per 10 hohou and +2 per 10 zanjutsu accuracy, and +3/5 per 15 reiatsu sense damage; if target is unable do dodge more than 50% of the attacks, target becomes completely frozen by Kogoejini at full effect
