Otogakure (Otogakure no Satoliterally "Village Hidden in Sound") is Orochimaru's personal village, founded for the express purpose of collecting ninja for his experiments and quest to learn jutsu. Not much is known about it: what is certain is that it actually consists of a series of lairs, located both within the Sound country and away from it, which Orochimaru switches between every week. Other than that, and the fact that its ninja specialize in techniques involving manipulation of sound waves, as well as using a cursed seal to increase their power, little else is known about it.
Although he is the leading ninja of Otogakure, Orochimaru isn't a Kage, despite his equivalent (possibly greater) power level. The reason for this is because the five Kages of the five great Hidden Villages don't acknowledge Otogakure, and certainly would not acknowledge a criminal like Orochimaru.
With Orochimaru's defeat at the hands of Sasuke Uchiha, the various bases formerly under Orochimaru's control have begun to rebel and their inhabitants are trying to escape to freedom.
That was until Kabuto rose up and began to convince them that they were worth fighting for. Beyond that not much is known, except Kabuto pulled them together, and now they were waging against Konoha, with the armies.

Kabuto is in his lab working on jutsus when his son Yukamaru comes busting in saying "Dad, look what i can do". He shoots chakra strings out of the tips of his finger attaching onto a vile of acid. He pulls it slowly and releases the strings. Kabuto looks at him and goes into thought, he finally says "I know how we can use that to our advantage" he says patting Yukamaru on the head. "how?" replies the child. Kabuto tells him "Get ready for a trip to the sand village!" Yukamaru looks at him puzzled and says "why?" "I'm going to get you a puppet from that Kankuro guy i saw during the chunnin exams, and also i want to make an alliance with them because our village is weak." They pack and leave for the trip.

|| umm if Kabuto is the leader than what happened to all that thing with how kabuto absorbed the pieces of orochimaru and how orochimaru already possessed 30% of Kabutos body thing?||

|| I'm going to go with the idea that Kabuto and oro are one, and so 'they' being Kabuto held the soudn village together.
