seems like this is gonna come up in the story pretty often, the people and groups that are in power, groups more than people.
So far there are like, three or so
The scattered remains of the human empire from the great war. Although it has been shrinking since the end of the war this group does still exist, now limited to older, mostly inland cities, where change is slow. Long ago the official command structure moved back into the archipelago
The Dock Authority (in Rinon). Originally formed to take care of and run the docks they have expanded to be primary city authority in all of Rinon.
There are a number of crime groups or guilds, Rinon only really has one, Marael has the details on that

Since we're using with Rinon right now we should focus on what is present there, which is just the crime groups and the dock authority.
the dock authority is probably run by a bunch of old farts, enforcement manned by people from 20ish to 40, tolls ran by 15ish-20ish, labor anywhere from 8 to 50, basically anybody who can work and needs money helps out there.
the laborers and the rest don't especially have much to do with each other, but typically people start out working the docks (security and toll) before they move up to enforcing the local laws.
Overall it's pretty much a militia, they are in power because they have power but since it's run by people that live there it most often benefits people that live there.

Interesting. This dock enforcement officers are appointed by who? Are they entirely sponsored by the crime group at this point? Who has held power longer, the crime group or the dock enforcement officers?
I am assuming tolls go to repair dock and fund the cities needs.

If I had to say, which I guess I do, I'd probably say the dock authority is oldest, once Rinon got big enough that the port was really active it would have needed some kind of logic or everything would have broken down real fast, and I'd bet good money then and now it was not above a little corruption; but to avoid an air of hopelessness, they shouldn't be evil. That said, crime isn't always bad for everybody so not all of them are evil ether, like them yakuza, they might not be the nicest fellows, and they might not treat everybody right, but the smart ones take care of their neighborhood.
Then yea, dock repairs and whatnot
