I believe that person who made that character page got the wrong infomation from episode Ag20. Batou was undercover for that episode, and not only that his normally in vain attempts to flirt with Motoko proves more he's not a family guy, (endless he's a foolish cheating one but that does not fit Batou)
Not only that the last episode of the first season explained why Togusa was left out of the Section 9 sacrifice loop, and it was because he had a wife and kids unlike the rest of Section 9.

thank u thank u thank u thank u! for a while there i thought "aww man, and i really like Batou" cause i can't have a fav if they're married, have a girl friend, or such. it really kills the likeness of them.

Also, if you watch episode 19 (or 20) of GitS: SAC, the picture Batou "carries" around with him has Motoko in it with Togasa's children--that is if I remember correctly.
