Drill Peck is a matter of preference, and I can see the justification in using it. Hydro Cannon is inferior to Surf in every way and drags your Empoleon down. Empoleon's options are limited to gimmicks and support moves; I'd personally lean toward the support side of things. Stealth Rocks is probably THE best option for it; they're destructive and not many people suspect it to come out of this bird.

this is a suckish empoleon. UNLESS!!!! u use a pokemon with trick room. then youll sweep the other guys team. but the stats suck soooo... no it wont work.

You guys are so mean to Empoleon, stats aren't everything. If he changed Drill Peck to Agility and replaced either surf or Hydro Cannon with Subsitute. (Hydro can OHKO more things)
Put a Petaya Berry on the thing.
Then during late game battle got the thing out, agility on the predicted switch and subbed intill the berry activated (the effect activates before the berry). You got yourself a VERY dangerous sweeper.
-That is faster then most pokemon.
-That has many resistances
-Resistances include most of the priority moves
So regardless of stats he's dangorous.

What Nikita said would be true...with that moveset anyways. I also don't care much about the stats, but I do pay attention to the moves.
They're really standard to an Empoleon. Most people would expect one to know Water and Ice attacks, and since it's a bird, maybe a Flying type. If I were you, I'd take out Drill Peck and replace it with Areial Ace for a sure-fire hit, then trade Ice Beam for Earthqauke. You only need a move for each type weakness or strength, and since Electrics are only weak to Ground, Earthquake is a good counter. The Grass can be taken out with Areial Ace, as can Fightning or the Physically weak Pokemon. If it were me, I'd probably end up trading Hydro Cannon out with Toxic for a lasting effect that also takes down defence, which would make Areial Ace hurt even more than it already would.
That's my opinion though.
