A series strange phenomenon from fifteen years ago tickles the curiosity of the scientists of today. There were hundred of accounts of strange things happening all over the world: Rain falling up in London, Falling stars of light in Tokyo, and mini tornadoes only as tall as a child plaguing the streets of New York for a day. Scientists today still have no idea what caused these strange things to happen in the course of only one year with no reoccurring events.

Now, fifteen years later, certain people, mostly children and teenagers, in highly populated areas have been documented with strange and unexplainable powers. Scientists call it “The Virtuoso Effect” and have no explanation other than the strange things from fifteen years ago. A new research company called “The Agency” appeared, becoming the lead experts on these Virtuosos. Governments poured money into the company, hoping that this research and people could be an incredible fighting force for each country. But “The Agency” had their own ideas: they planned to use these children to create a new human with a new business that they could monopolize.

Not only was there “The Agency” but there were also groups of these Virtuosos that started to take over areas in the cities they were in, hoping to take over and create some sort of nation for themselves. While some wished to just rule over the common people, there were those who believed that they were evolved and should exterminate those without powers as well as Virtuoso that protected the regular people.

In all of this confusion no less, a secret organization of Gifted teen were created called “Rehabilitation and Education For Unfound Gifted Entities” otherwise known as "Refuge". They specialized in training, housing, and rehabilitating those gifted that wished to just live normal lives like everyone else. They were the unofficial protectors of the secret world of the Virtuoso; protecting those they could from “The Agency” and other forces that wished to have them as weapons. Their numbers have grown to rival the once overbearing force of “The Agency” and wish to bring an end to this underground war between the two, even if it means the complete destruction of “The Agency”.

There are so many problems, risks, and issues within the World of the Virtuoso. No one can predict accurately what will happen in this war. Will “The Agency” be able to complete their goal? Will “Refuge” succeed in stopping them? Will righteous Virtuoso try and take the world by force? And the most unknown of all: What will you do?
