What are the restrictions on making characters of different races? For instance, can annyone become a vizard? And do all arancar start as numerous?

Arrancars are Envy's juristiction. NOBODY is a Vizard at this moment.

Yes, all Arrancar start as Numeros.

Hollow-Ichigo-San hmm how do i become Vice-Captain? first you make your RPC and then after its accepted apply for a squad. after you get accepted into a squad if they dont already have a vice captain you may be appointed to vice captain. depends on how the squad captain handles seats for example Im pickier so Im waiting to do a seating test after I get enough squad members any where from 5 to 10. others might put you right in the seat.

I have a question. What do Squad 3 and Squad 13 do? Like Squad 5 is mainly Kidou support and Squad 11 is mainly combat support, what are 3 and 13 like?

3 Im not quite sure but 13 is like the defense squad the provide back up and protection when needed.

Squad 3 is called the Blitzkrig Squad. They are the first to go in and begin fighting.
Squad 13 is the Divine squad. Anyone with religious or spiritual fighting senses would go there.

I've found a site, though it is most likely fan made, that lists out all the different squads and they sections, but a few of them are different from the ones posted here. Did you make up these ones, save for the few mentioned in the show?

Squad 3: Blitzkrieg Strike Force
Squad 4: Healing and Maintenace
Squad 5: Kidou Specialists
Squad 6: Tacticians
Squad 7: Hakudou Specialists
Squad 8: Central Intellegence
Squad 9: Internal Affairs
Squad 10: Imperial Elements
Squad 11: Combat Specialists
Squad 12: Science and Technologies
Squad 13: Divine Protectors
