1. A clan leader! This is very important! The clan leader has a lot of responsibility on their hands, and forming clans is not to be taken lightly.
2. At least one other player, and 5 mice joining the clan between the two of you. This requirement may be waived, however, if you intend to order a few mice and hold a recruiting event after forming the group. (For instance, you want to make an awesome Kingdom Hearts clan, but you only have one KH cosplay mouse. Chances are, there aren't any others around, so you'll probably want to order some customs and hold an event to get some more members!)
3. 2500 gold, if you plan on having a guild subforum for your clan. This should be donated directly to the guild after your clan has been accepted.
Additionally, after a clan has been formed, these things must be documented:
1. Clan leadership/hierarchy and succession policy
2. Clan rules if needed - e.g. roleplaying, breeding, joining
3. Clan funds/assets - Tia will keep track of shop credit, however
4. Member list
