The thing about Scar is, he's not a bad bad person, just slightly misunderstood from the past that has happen with the race of Ishbalans and the Military.
Though he maybe not be completely bad, he still protrays things of solutions the wrong way, using his arm to destroy all state alchemists.
Though, its weird when the more the Elrics meet him, the more they start not to think so much hatred of each other. The military really wants to get Scar in possession though, since he has been killing people. Edward Elric happens to be involved since he stayed as a State Alchemist, learning from his brother that the Library will hold information but must be a State Alchemist.

Scar is probably one of the most respected people in the series of Full Metal Alchemist. He had a brother who lost the love of his life. He tried human transmutation and soon we will find out that to be Lust. Though from the attack from Kimbley, the crimson alchemist I believe his title to be, the markings that Scar's brother had was used. In a way, the brother gave himself up to give Scar the arm that is his right arm. Thats how he got the tattoo I believe.
Its also sad to see how he shows his affection that he really cared for his older brother and learn sees how Alphonse knows the pain in almost losing a brother, that being Edward. So in return Scar does make the philospher stone but in the end uses himself as well as a sacrifice....I thought it was really sad to see him go like that.
The manga right now there isn't such information yet, just that he did have a brother, which probably the same saying of the anime may protray in the manga as well. Though, in this one, Scar is the killer of Winry's parents, the two doctors who went to the Ishbalan War. I like how when Edward protects Winry, Scar gets the vision of his brother. Once again, they haven't completely told about him yet but he does follow on with the Xing girl and Yoki.

Even though he isn't in the military, he is really known throughout the Anime and hopefully the manga. Scar is pretty much just a misguided man who just wanted to help his race and the 'religion' he believes in.
