I honestly do not feel my character is fit to lead during a war. Atop that he was just utterly maimed by Dizzle and will need time to "recover". Plus I've had my implant torn from my head. I'm temporarily stepping down from position of Raikage during the time of this war and handing it over to one who I deem capable of the position. I may return to the position of Raikage if the temporary one were to die or to just give up. Or I may allow them to keep the title of Raikage...
Anyhow, I have decided to leave XxBlack_FlashxX in charge of the village. He just demonstrated he was capable of handling himself within combat by subduing the current Tsuchikage. In truth he should have earned the title of Raikage before hand. Not I. He has more experience within this guild than myself. Flash with be known as the 13th Raikage. Jyuu-Sandaime. Hope you'll lead well.

REGULA! WTH!? Great! Just great! Now I have to deal with this wartime BS! XD... Guess I have no choice. What in the world are you going to do now anyways? Just curious. How in the hell did I even come close to being suited for becoming Raikage? GRRRR! I don't know whether to rage or be happy. Now I have to deal with all these attacks and what not.... Whatever.. Thanks anyways.

Black, calm down will ya? I just gave you a flipping promotion! Be happy! Lol. You were the closest candidate. I did not want to reelect Rahenno. It would've been his second time. In reality, your RPC is way stronger than my own. You were also the highest ranking shinobi I found besides Rahenno. If you don't want it I can always give it to another.

Rock's going to war with Cloud anyway, so we'll be fighting you anyway. And Mist is allied with Rock, so that means that myself and Rini will be able to team up.
And where was the last place Kaisen saw Katsuro? Cloud.
What was Katsuro's rank? Kage
Therefore, what is Kaisen going to do to maintain his policy? A Kage's life for a Kage's life. You're lucky that you stepped down when you did, Regula.

Alex wrong choice if words, you should know by now touching isn't a bad thing for Shahnz, especially not bad touching... but if you mean hurt... then yeah, he wouldn't hurt Kami.
