A group of nearly destroyed buildings spanning almost fifty sqaure miles across the southwestern corner of the outer city. The area gets its name from the lack of electricity in the area, along with the dark weather of the metropolis it appears to never see light. The buildings are dark, nearly black with the coat of water provided by constant rain. The streets are severely cracked and close to intraversable by the means of a vehicle. Despite the poor conditions there are many inhabitants living among the ruins, most of them too poor to afford even the lower class residences. The lack of attention given to the area makes it an ideal area for those in trouble with authority to hide, and street brawl arenas are commonly set up for public entertainment and are a lifestyle for many in the area.
